The same happens as what was shown in Ending B. Ed arrives and waits for Frank to appear. He doesn't and Ed is ready to vanish, but as he is about to go a person appears out of the roof door. The same scene with Otis, Jessie and some blackened out people are shown sitting in the helicopter. Ed believes Frank did not make it and leaves without him. The helicopter leaves and a single zombie is seen shuffling on the roof, watching the helicopter fly away.
“ Survivors indicated that their escape from the mall under siege was made possible through the assistance of a single journalist. However, his exploits after that point and his current whereabouts are unknown. ”

Ending E is one of four endings that does not show credits at the end.
Frank doesn't make it and Ed DeLuca leaves with the survivors saved during the course of the game.
