Ed Deluca looks toward the mall rooftop but can't see any sight of Frank. He assumes that Frank didn't make it after all. With that Ed decides to leave and turns around but is suddenly attacked by a zombie. Ironically Ed's last words were,"when you're dead, you're dead."(Talking about Frank to himself)

The view of which Ed is looking for Frank does not match when you are playing. For example it shows him on the building to the right of the helipad (looking down), but when playing, it is to the left.
The survivors Frank managed to rescue were captured by the Special Forces, as stated in a note by Otis who managed to elude them. They are assumed to have at least been spared death, as the notebook marks them as "safe".
You can only receive this ending when "Case Closed" has been achieved.
